The proposed development would introduce additional street furniture into this already restricted and heavily furnished area, exacerbating visual clutter and further diminishing the quality and functionality of the public realm. As such, the proposal is considered to be contrary to Policy 53 of the Local Plan.

The proposed development, by virtue of its scale and siting on the public footpath, would reduce the available footpath in an area of high footfall which would be harmful to users of the public highway, particularly in the sense of pedestrian movements, and is therefore contrary to the objectives of Policy 60 of the adopted Waltham Forest Local Plan LP1 (2024), which seeks to protect the walking and cycling environment.
