Reconfiguration of existing pedestrian zone to provide front garden areas to existing dwellings together with installation of 900mm high metal fencing with entrance gates, raised planters and new paving at the front of Nos. 32-37 Parade Gardens.
Reason(s) The proposed metal fence enclosures and associated gates, due to their appearance and height, would be uncharacteristic and obtrusive additions to the narrow private footpath within this residential estate. This would negatively impact the street frontage, failing to create a well-designed urban space that ensures high- quality public realm streetscapes. Consequently, this development would set a poor precedent for future projects. The proposal is therefore contrary to policies D1 and D8 of the London Plan (2021), policy 53 of the Waltham Forest Local Plan Part 1 (2024), the Building Better, Building Beautiful Commission (January 2020), and the National Design Guide: Planning Practice Guidance for Beautiful, Enduring, and Successful Places (2021).
