The appeal is made by Mr Tim Gleeson (on behalf of Gleeson Build and Develop) against the decision of the Council of the London Borough of Waltham Forest. The application Ref 200427, dated 6 February 2020, was refused by notice dated 1 April 2020. The development proposed is the construction of 3 buildings (2 and 3 storey) comprising 9 self- contained flats (2x1 bedroom, 4x2 bedroom and 3x3 bedroom) together with refuse and cycle storage, following demolition of existing 19 garages.
