The construction of an additional storey and a first floor extension to the rear incorporating roof terraces to provide one additional self-contained flat, reconfiguration of the existing flats, alterations to the side elevation for a new communal entrance and staircase and all associated works at 40 Deptford Broadway SE8.
REASONS FOR REFUSAL 1. The proposed development, by reason of the demolition of the original shallow pitched roof, the upward extension that removes one of the few remaining two storey buildings within this part of the Conservation Area, and the introduction of an overscaled and visually discordant three stepped rear form with untraditional glazed terrace screening, would represent a historically inappropriate, over-dominant, incongruous and visually obtrusive form of development that would result in a unacceptable harm to a Non-Designated Heritage Asset and would fail to preserve or enhance the character and appearance of the Deptford High Street and St Paul's Conservation Area, contrary to Paragraphs 135, 215 and 216 of the National Planning Policy Framework (2024), the Lewisham Local Plan (2025) policies HC1, QD9, HE1, HE2 and HE3, and the Deptford High Street and St Paul's Conservation Area Character Appraisal.
