Why it was refused
Reason 1

The proposed development fails to meet the requirements of Town and Country Planning Act (General Permitted Development) (England) (Amendment) Regulations 2020 Part 2, Paragraph 9a in that by reason of its inadequately sized Gross Internal floor Area (GIA) and inadequately sized double-bedrooms it fails to comply with the nationally described space standard issued by the Department of Communities and Local Government on 27.03.2015.

Reason 2

No Transport Assessment has been provided to establish the transport implications of the development and in the absence of such information to demonstrate otherwise, it is considered that the proposed development would fail to provide adequate off-street car parking. This would likely lead to an unacceptable increase in parking pressures and traffic generation on the surrounding road network; give rise to illegal or dangerous parking, which could potentially adversely impact access for emergency vehicles; result in increased pedestrian and vehicle conflict; and conditions prejudicial to the free flow of traffic and highway and pedestrian safety. The proposed development is therefore refused in accordance with paragraph A.2.(1)(a) of Class A of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and is considered contrary to the National Planning Policy Framework (2021); Policies T2, T3, T4 and T6.1 of the London Plan 2021, Policy CP25 of the Enfield Core Strategy 2010, Policies DMD45, DMD47 and DMD48 of the Enfield Development Management Document 2014.

Reason 3

The proposal, in the absence of cycle storage, fails to provide a secure, convenient and high- quality facility for all types of bicycles, contrary to the overall cycling aims which seek to help remove barriers to cycling and create a healthy environment in which people choose to cycle. The proposed development is therefore refused in accordance with paragraph A.2.(1)(a) of Class A of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and is considered contrary to the policies of the National Planning Policy Framework (2021); Policy T5 of the London Plan 2016, Policy CP25 of the Enfield Core Strategy 2010, Policies DMD45, DMD47 and DMD48 of the Enfield Development Management Document 2014.

Reason 4

The proposal, in the absence of adequate waste storage, fails to provide a convenient and accessible facility for managing waste generated by the development. The proposed development is therefore refused in accordance with paragraph A.2.(1)(a) of Class A of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and is considered contrary to the policies of the National Planning Policy Framework (2021); Policy T7 of the London Plan 2021, Policy CP25 of the Enfield Core Strategy 2010, Policies DMD45, DMD47 and DMD48 of the Enfield Development Management Document 2014 and the Enfield Waste and Recycling Storage Planning Guidance 2020.

Reason 5

The proposal, by virtue of its siting overall height, bulk and massing in close proximity to Nos.21-32 Bridle Close (inclusive) and Nos.53-64 Bridle Close (inclusive), would result in an overbearing form of development which would adversely impact on the outlook as perceived by the neighbouring properties on Bridle Close and, in the absence of a daylight/sunlight assessment, the applicants have failed to demonstrate that the proposal would not give rise to an unacceptable loss of light to the habitable rooms of these neighbouring properties. The proposed development is therefore refused in accordance with paragraph A.2.(1)(g) of Class A of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and is considered contrary to the policies of the National Planning Policy Framework (2021); Policy D3 of the London Plan (2021), CP30 of the Core Strategy and Policies DMD8 and DMD37 of the Development Management Document.
