The proposed alterations by virtue of their height, design, siting and location and relationship with the surrounding properties would be out of character and harmful to the established pattern of development in the area, and its character and appearance. The scheme is therefore considered contrary to the policies of the National Planning Policy Framework, Policies D3 and D4 of the London Plan (2021), policies 1.1 and 1.2 of the Ealing Development (Core) Strategy and policies 7.4 and 7B Ealing Development Management Development Plan 2013
The proposed development has not referenced the impact upon the upper floor opening to the rear of 126 The Broadway. The proposed changes by virtue of its height and siting in relation to the upper floor opening to the rear of 126 The Broadway, could cause a harmful sense of enclosure. As such, the proposal is contrary to section 7 of the National Planning Policy Framework, policy 7B of the Ealing Development Management Development Plan 2013, policy 1.1 (g) of the Ealing Development (Core) Strategy 2012 and policy D6 of the London Plan (2021).
The proposed communal amenity space is either of limited proportion or immediately adjacent a busy road. This would therefore provide an unusable and inhospitable space and would be contrary to Policy 7D of the Development Management DPD (2013), policy D6 of the London Plan (2021) and the National Planning Policy Framework (2021).
The siting of the bins and stairs to the rear would be located within an area shared by cars, vans and other commercial vehicles. This would reduce the width of the access route and would cause harm to the use of this space. This is therefore contrary to Policy T4 of the London Plan 2021.
