Demolition of existing residential building (Use Class C3) and the erection of a 3 storey building plus roof level comprising 6- residential dwellings (Use Class C3) together with associated car parking, cycle and refuse provision, external landscaping and associated works
The proposed development would increase parking pressures within the local area due to insufficient car parking provision, and fails to provide adequate sightlines with awkward manoeuvres required to ingress and egress the site, thereby resulting in harm to highway safety. The development is therefore contrary to Policies T4, T6 of the London Plan (2021), and Policies SP8, DM29 and DM30 of the 2018 Croydon Local Plan and the Croydon Suburban Design Guide (2019).
The development would not provide an adequately inclusive or accessible accommodation and external provision, and has failed to adequately consider fire safety which could pose a risk to future occupants, contrary to policy SP2.8 of the Croydon Local Plan (2018) and policies D7 and D12 of the London Plan (2021).
The proposed refuse storage arrangements are not policy compliant by reason of the lack of details and the lack of bulky waste storage area, and it has not been demonstrated that the proposal would provide satisfactory facilities for cycle storage, contrary to policies DM10, DM13 and DM30 of the Croydon Local Plan (2018) and T5 of the London Plan (2021) and the Suburban Design Guide (2019). In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. In this instance the pre application advice was not adhered to. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process. The Local Planning Authority delivered the decision in a timely manner.
