Why it was refused
Reason 1

The proposed hot food takeaway use will further intensify the cumulative impacts of the overconcentration of such uses in this identified centre, undermining the Council's objectives of maintaining a healthy and vibrant retail core and would fail to promote healthy lifestyles, reducing health inequalities or create healthy neighbourhoods. The proposal is therefore considered contrary to: The National Planning Policy Framework (MHCLG, February 2019); Policy 3.2 of The London Plan - The Spatial Development Strategy for London (GLA, consolidated with alterations since 2011 and published March 2016); Policies GG3 and E9 of the Draft London Plan - intend to publish version Dec 2019; and Policies CM5, CE1 of the Core Strategy BC10 of Borough Wide Development Policies (DPD) (2010 Polices SP1, SP3 and DM9 of the Draft Local Plan SPD -Saturation Point Addressing the Heath Impacts of Hot Food Takeaway- Core Strategy Strategic Objectives SQ13 (Improving the Health and Wellbeing of Local Residents).

Reason 2

The proposed change of use to an A5 hot food takeaway by reason of extended opening hours and potential for comings and goings much later into the evening than currently experienced may result in increased levels of noise and odours and general disturbance to the local residents to the detriment on their amenity. The proposed development would therefore be contrary to: The National Planning Policy Framework (NPPF) (MHCLG, February 2019) Policies 7.1 and 7.15 of the London Plan: Spatial Development Strategy for Greater London (GLA, consolidated with alterations since 2011, published March 2016); CE1, CP3 of the Core Strategy; Policies BC8, BP8, BP10 of Borough wide Development Plan Document SP4, DM11, DM25, DM16 of the Barking and Dagenham Draft Local Plan November 2019 The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
