Because of the visual impact of the lighting units and the visual impact of the lighting of the building, the works would harm the appearance of this building and this part of the City, and would harm the setting of the adjoining listed buildings and Bayswater Conservation Area. This would not meet Policy 42, 44 and 45 of the City Plan 2019 - 2040 (January 2026).
