Because of its form and the relationship to the window openings on the front elevation, the new internal staircase structure would harm the significance of this Grade II listed building. This would be against the advice set out in Policy 39 of the City Plan 2019 - 2040 (April 2021) and the advice set out in our Supplementary Planning Guidance: 'Repairs and Alterations to Listed Buildings'.
