Installation of a free-standing moveable street trading heritage kiosk, located outside Dover House.
Why it was refused
Reason 1
Because of its location and the vulnerability of the area, the permanent struture would increase the risk of crime and anti-social behaviour and pose a threat to public safety. This would not meet Policies 38, 43 and 44 of the City Plan 2019 - 2040 (April 2021).
Reason 2
Because of its location and design, the structure would harm the setting of the neighbouring grade I listed building Dover House and would fail to maintain or improve (preserve or enhance) the character and appearance of the Whitehall Conservation Area. This would not meet Policies 38, 39, 40 and 43 of the City Plan 2019 - 2040 (April 2021).
