Conversion of an existing fourth floor flat roof to a roof terrace and installation of an access door and a new balustrade to increase the parapet height.
Because of its elevated and exposed position the proposed fourth floor terrace and associated balustrading and door opening in the main rear elevation would harm the character and appearance of this Grade II listed building and fail to maintain or improve (preserve or enhance) the character and appearance of the Pimlico Conservation Area due to the loss of original fabric and visual harm to the fenestration and appearance of the building. This would not meet S25 and S28 of Westminster's City Plan (November 2016) and DES 1, DES 5, DES 9, DES 10 and paras 10.108 to 10.146 of our Unitary Development Plan that we adopted in January 2007, and policies 38, 39 and 40 of the Westminster's City Plan 2019 - 2040: Intend to Adopt version (March 2021).
