Erection of single-storey outbuilding in rear garden with glazed link to existing house, new boundary wall to replace rear boundary fence.
The proposed development, by reason of its scale, design, and siting, would form a visually over dominant and discordant addition that would result in less than substantial harm to the character and appearance of the spatial setting, the street scene and the Totterdown Fields Conservation Area. The harm would not be outweighed by public benefits. The proposal is therefore contrary to policies LP1, LP3 and LP5 of the Wandsworth Local Plan (2023), the Housing SPD (2016) and the Totterdown Fields Conservation Area Appraisal and Management Strategy.
In dealing with this application the Council has implemented the requirement in the National Planning Policy Framework to make available detailed advice in the form of our statutory policies in the Local Plan as well as offering a full pre application advice service. However, we have been unable to seek solutions to problems as the principle of the proposal is clearly contrary to our statutory policies and negotiation could not overcome the reasons for refusal.
