Alterations including excavation of basement and part of the rear patio with formation of front and rear lightwells in connection with the creation of 1 x studio flat. Installation of new external metal stairs leading to the ground floor patio.

Why it was refused
Reason 1

By reason of its design, location and internal layout, the proposed development would fail to provide an acceptable standard of accommodation for future occupiers. The dwelling, being located entirely at basement level, would result in a poor quality living environment, with a single-aspect layout and a restricted outlook from a constrained rear lightwell. Furthermore the submitted Daylight and Sunlight Assessment appears to not take into consideration the overhanging access landing to the basement lightwell and therefore fails to confirm that adequate internal daylight would be achieved. As such, the development is contrary to Policies LP2 and LP27 of the Wandsworth Local Plan as well as Policy D6 of the London Plan (2021). In dealing with this application the Council has implemented the requirement in the National Planning Policy Framework to make available detailed advice in the form of our statutory policies in the Local Plan as well as offering a full pre application advice service. However, we have been unable to seek solutions to problems as the principle of the proposal is clearly contrary to our statutory policies and negotiation could not overcome the reasons for refusal.
