Alterations including erection of mansard roof extension to main rear roof and erection of a single-storey rear/side extension, replacement windows, formation of roof terrace at first floor level, excavation to enlarged basement including formation of front and rear lightwells and works in connection conversion of the property into 1x 3-bed and 1x 2-bed apartments with associated cycle and refuse storage.
The proposed development, by reason of the rear dormer and roof terrace, would present an overly dominant and incongruent development on a prominent corner plot. The proposed works would cause harm to the character and Director of Place: Paul Moore appearance of the host property, the wider streetscene and the Oxford Road Conservation Area. The proposed works would therefore fail to comply with policies LP1, LP2, LP3, and LP5 of the Wandsworth Local Plan and would fail to be in accordance with Section 72 (1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy HC1 (C) of the London Plan (2021) and the objectives of the NPPF (2024).
The proposed roof terrace would result in a greater degree of overlooking into neighbouring amenity spaces, leading to an increased sense of being overlooked and loss of privacy to neighbouring occupiers. The proposal would therefore fail to comply with policy LP2 of the Wandsworth Local Plan.
