Why it was refused
Reason 1

The proposed front dormer, by reason of its design, siting and scale, would form a prominent, unsympathetic, visually intrusive addition that would result in harm to the character and appearance of the property and Grandison Road streetscene. The extension over the back addition, by reason of its design, siting and scale would appear as a top heavy and over dominant addition that would be out of character with the property and the terrace it forms part of. The proposals therefore result in harm to local visual amenity and are contrary to the NPPF (2024), policies LP1 and LP5 of the Wandsworth Local Plan (2023) and the Housing (2016).

Reason 2

By reason of design, scale and location, the extension above the back addition would be an unneighbourly form of development that would result in loss of outlook and an increased sense of overbearing to the harm of neighbouring residential occupiers at No 82 Grandison Road. The development is therefore contrary to policy LP2 of the Wandsworth Local Plan (2023) and Wandsworth Housing SPD (2016). In dealing with this application the Council has implemented the requirement in the National Planning Policy Framework to make available detailed advice in the form of our statutory policies in the Local Plan as well as offering a full pre application advice service. However, we have been unable to seek solutions to problems as the principle of the proposal is clearly contrary to our statutory policies and negotiation could not overcome the reasons for refusal.
