Formation of vehicle crossover and formation of hardstanding in front garden and demolition of boundary fence and erection of front and side boundary wall and electric gates.

Why it was refused
Reason 1

The development would by reason of its location and design result in less than substantial harm to the character and appearance of the conservation area due to the loss of an appropriate boundary treatment and a substantial amount of hedging and without any public benefit to outweigh that harm. The proposal therefore fails to comply with policies LP1, LP3 and LP5 of the Development Management Policies Document (2016).

Reason 2

The development would by reason of the number of parking spaces and their location result in an over provision of off street parking and the loss of on-street parking for the wider public benefit. The proposal therefore fails to comply with policy LP51. In dealing with this application the Council has implemented the requirement in Director of Environment and Community Services: Paul Chadwick the National Planning Policy Framework to work with the applicant in a positive and proactive manner and the Council has, as far as practicable, sought solutions to problems arising in relation to dealing with the planning application. We have made available detailed advice in the form of our statutory policies in the Local Plan as well as offering a full pre application advice service. However, we have been unable to seek solutions to problems as the principle of the proposal is clearly contrary to our statutory policies and negotiation could not overcome the reasons for refusal.
