By reason of its siting, size and design the proposed development would be an incongruous, unsympathetic and visually intrusive addition to the subject property, streetscene and locality. It would fail to physically integrate with its surroundings, would detract from the local spatial character, and would fail to preserve or enhance the character and appearance of the Clapham Common Conservation Area. The proposal would therefore be contrary to s.72(1) of the Planning (LBCA) Act 1990 and Policies DMS1 (General development principles), DMS2 (Managing the historic environment) and DMH5 (Alterations Director of Environment and Community Services: Paul Chadwick and extensions) of the Council's Development Management Policies Document (2016), the Supplementary Planning Document: Housing (2016) and the NPPF (2021).
The proposed development would constitute an unneighbourly form of development that would harm the amenity of neighbouring properties in the form of loss of outlook, being overbearing, creating an increased sense of enclosure and potentially excessive noise and disturbance. The proposals have also failed to demonstrate that there would not be unacceptable harm to neighbouring windows in respect to reductions in daylight and sunlight.
