The appeal is made by Mrs Caroline Fulton against the decision of the Council of the London Borough of Wandsworth. The application ref 2025/0265, dated 27 February 2025, was refused by notice dated 22 April 2025. The application was made under section 192(1)(b) of the 1990 Act (as amended).
