Prior Approval in relation to the erection of 2 new floors to provide 12 self contained residential units and parking.
The proposal does not meet the criteria for permitted development under Schedule 2, Part 20, Class AA of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). It includes extensions, alterations to the fenestration and external appearance of the existing building which fall outside the scope of this Class AA and are considered not to be reasonably necessary for the proposed development.
The proposed development, by reason of the increased scale and massing, would result in an imposing and dominant development which would not respect the local character or context. Whilst the submitted drawings show the additional two floors on a building which has been extended and refurbished externally, these non-existent features cannot be considered and as such the proposed additional floors would by reason of the detailed architectural design would not respond well to the appearance of the existing building, with the proposed materiality and pattern of fenestration appearing at odds with the existing appearance. As such the proposed extensions would result in harm to the character and appearance of the surrounding area along with Lewis Road and the High Street streetscene's contrary to Policy D4 of the London Plan 2021 and Policy 28 of the Sutton Local Plan 2018.
The proposed residential units numbered 606 and 706 fail to comply with the Nationally Described Space Standards as they are shown to be a one bedroom, two person unit and therefore the proposal does not comply with the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) or Policy D6 Of the London Plan 2021.
The proposed development by reason of the absence of a completed S106 legal agreement to secure the prohibition of the future occupiers from obtaining residents and vistor car parking permits within the Sutton Town Centre Controlled Parking Zone, and the lack of car parking designated for the proposed dwellings, would result in overspill car paring to the detriment of the safe and efficient operation of the public highway and would be contrary to policy 37 of the Sutton Local Plan 2018.
