Erection of a two-storey side extension to form an end of terraced two-storey house to provide additional two self-contained residential flats and side extensions to existing four residential flats, including a subdivision of the rear garden area with boundary fence to the rear, associated soft and hard landscaping and provision of refuse storage at the front.
The proposed development, due to its design, excessive depth, width, scale and siting would result in the cramped overdevelopment of the site and would be an over dominant and incongruous feature, which would result in the creation of an end of terrace building which would fail to harmonise with the character of the adjoining semi-detached properties and would therefore adversely harm the character and appearance of the streetscene thereby detracting from the local pattern of development and would appear out of character with the streetscene. As such, the proposal is contrary to Policy 28 of the Sutton Local Plan 2018 and the advice in Supplementary Planning Document 14 'Creating Locally Distinctive Places' and Policies D1 and D4 of the London Plan 2021.
The proposed development, by reason of its siting would result in harm to the amenities of the occupiers of Flats 1 and 4, 1 Elgin Road by way of loss of outlook, increase sense of enclosure and loss of daylight. As such, the development would therefore be contrary to Policy 29 of the Sutton Local Plan 2018.
