Scheme description

Conversion of loft space involving a dormer extension at rear, rooflights to front roofslope, provision of new external stairs, new rear unit accesses, rear roof alterations, installation of a ground floor flank window, enlargement of existing ground floor flank windows and internal alterations to provide an additional self contained residential unit with new refuse/recycling areas.

Why it was refused
Reason 1

Without evidence to the contrary in the form of detailed screening options, it is considered that there would be a loss of privacy to the first floor flat at 5 Ross Parade (namely to the first floor rear windows at the neighbouring property) as a result of direct overlooking from the new flat roof access to 'Flat C'. The proposal is therefore contrary to policy 29 of the Sutton Local Plan 2018.

Reason 2

The proposed ground floor flank windows to 'Flat A' would face directly on to the adjacent alleyway connecting the District Centre to the rear of Ross Parade, with no defensible space or means of screening. Users of the alleyway would have unobstructed and direct views into the Living/Kitchen area of Flat A, the main habitable room of the flat, and it is considered that the siting of these windows would offer little privacy for future residents of 'Flat A'. There is limited opportunity for natural light and ventilation, and the use of these windows with little protection from outside passers, would result in inadequate and a poor standard of accommodation for future occupiers and as such, it is considered that the proposal would result in harm to the amenities of future occupants contrary to policy D6 of the London Plan 2021 and policy 9 of the Sutton Local Plan 2018.

Reason 3

Without evidence to the contrary, the application has failed to provide evidence that the proposal will provide a satisfactory reduction in carbon emissions and water efficiency measures. As such, the application would be contrary to Policies SI 2, SI 4, and SI 5 of the London Plan 2021 and Policies 31 and 33 of the Sutton Local Plan 2018.
