Scheme description

Refurbishment of all windows and doors and the replacement of their single glass with more energy efficient vacuum glass. The ground floor window with a non original frame will be replaced with a new heritage sash vacuum glazed one with sash bars detailing to match all the windows above. The white cement render to the rear elevation will be removed and replaced with white lime render.

Why it was refused
Reason 1

The proposed windows would have applied glazing bars which are an inherently unsympathetic and inauthentic feature which would have a harmful impact on the detailed appearance and special significance of the Grade II listed building. In addition, the proposed vacuum glazing will be inconsistent with the overall single glazed profile, seen across the listed group and will be apparent in close views. The works detract from the special architectural and historic interest of the Grade II listed building and cause harm to the setting of neighbouring listed buildings and the wider Camberwell Grove Conservation Are. This harmful impact on the appearance and significance of the Grade II listed building and its listed group value is non-compliant with Policy HC1 (Heritage Conservation and Growth) of the London Plan (2021), P13 (Design of Places), P14 (Design Quality), Policy P19 (Listed buildings and structures), P20 (Conservation Areas) and P21 (Conservation of the historic environment and natural heritage) of the Southwark Plan (2022), Southwark's Heritage SPD (2021) and the guidance set out in Historic England's guidance note "Traditional Windows - Their care, repair and upgrading, 2017". The harm which would be caused to the significance of the listed asset would not be outweighed by any demonstrable public benefit, and planning consent should therefore be refused in accordance with para. 215 of the NPPF (2024) southwark.gov.uk 2 Southwark Council, www.southwark.gov.uk/followus London SE1P 5LX

Reason 2

There is insufficient information relating to the design and details of the applied glazing bars and vacuum glazing. These include: Information on the installation of the applied (stick-on) glazing bars and on how they would perform in the long term, Information on how the resulting glass and spacer thicknesses would appear when using the applied (stick-on) glazing bars with vacuum glazing. Information regarding the installation of the vacuum glass on the existing windows, particularly how they will be sealed and secured (around the perimeter of the window frames), and whether the existing windows have capacity to be re-glazed with 8.3mm thick glass Information regarding WG01 replacement of the sash unit and how this unit will sit within the refurbished frames and window reveals. The lack of above info, does not enable a full and sufficient assessment of the proposed development on the architectural and historic significance of the Grade II listed property. In the absence of this information it has not been possible to demonstrate that the proposal would comply with the London Plan policy HC1; the Southwark Plan policy P19 and Heritage SPD; and paragraphs 212-215 of the NPPF (December 2024).
