Construction of an additional storey to accommodate 1no. new residential flat.

Why it was refused
Reason 1

The proposed height, form and massing of the combined extensions at 54- 58 Union Street would overwhelm, imbalance and fail to remain subservient to the host building. The incongruity of the fourth floor extension design is further exacerbated by the design of the consented third floor extension, which has already been consciously and thoughtfully designed to provide an appropriate degree of contrast with the host building in a sensitive way. A further juxtaposition of a different typology is conceptually confusing and jarring with too many architectural styles clashing on one building. Overall, the architectural design is substandard and incongruous with the host and the surrounding architectural context. The proposals are therefore non-compliant with policies P13 (Design of Places) and P14 (Design Quality) of the Southwark Plan (2022), and the NPPF 2024.

Reason 2

The extensions would be prominently visible from important spaces and viewpoints within the Union Street Conservation Area, bring uncomfortably and starkly taller than the surrounding buildings and would be harmfully overbearing in views of Grade II listed buildings, including 62-64 Union Street and the Church of the Most Precious Blood. For these reasons the proposals would be found to constitute harm to both the character and appearance of the conservation area and the settings of Grade II listed heritage assets, and would be found non-compliant with Policies P19 (Listed buildings and structures) and P20 (conservation Areas) of the Southwark Plan (2022), The Heritage SPD 2021, and the NPPF 2024. southwark.gov.uk 2 Southwark Council, www.southwark.gov.uk/followus London SE1P 5LX

Reason 3

The proposal has failed to adequately justify the failure to provide a policy compliant sum of an affordable housing contribution and would therefore fail to comply with policy P1 (social rented and intermediate housing) of the Southwark Plan 2022, the Affordable Housing SPD (updated) 2025, the Section 106 and Community Infrastructure Levy SPD 2025, and the NPPF 2024.

Reason 4

The proposal has failed to provide adequate details of noise insulation to protect the proposed unit from local environmental noise. This would be contrary to the NPPF 2024, and Policies P56 Protection of amenity and P66 Reducing noise pollution and enhancing soundscapes of the Southwark Plan 2022.
