Scheme description

Repair of existing render to front elevation and reinstatement of Ashlar lines to match no.302. Removal of internal plaster and portland cement and replacement with insulated breathable lime based render. Removal of existing UPVC double-glazed windows to rear elevation and replacement with double-glazed painted timber sash windows. Construction of a part single and part two-storey rear extension and detached garden room following demolition of existing part single and part two-storey rear extension and outbuilding.

Why it was refused
Reason 1

The proposed replacement of original (existing internal) plaster with an insulated modern lime-based render would resulted in the loss of historic fabric and architectural detailing as well as harm to the plan form of principal rooms which contributed positively to the architectural and historic significance of the listed building, contrary to paragraphs 213 and 215 southwark.gov.uk 1 Southwark Council, www.southwark.gov.uk/followus London SE1P 5LX under chapter 16 Conserving and enhancing the historic environment of the NPPF (2024); policy HC1 Heritage conservation and growth of the London Plan (2021); policy P19 Listed buildings and structures of the Southwark Plan (2022); and the Heritage SPD (2021).

Reason 2

The proposals would result in the omission of the external re-rendering of the principle elevations which were an important planning and heritage benefit of the approved scheme for the construction of a part single and part two-storey rear extension and detached garden room following the demolition of the existing part single and part two-storey rear extension and outbuilding, as granted in September 2022 (LBS ref.22/AP/2080 and 2081), and without which the scheme would have be refused for reasons of less than substantial harm to the Grade II listed villa, and contrary , contrary to paragraphs 213 and 215 under chapter 16 Conserving and enhancing the historic environment of the NPPF (2024); policy HC1 Heritage conservation and growth of the London Plan (2021); policy P19 Listed buildings and structures of the Southwark Plan (2022); and the Heritage SPD (2021).

Reason 3

Due to the lack of information regarding the purpose, the implications and benefits of the proposals to the listed building it is not possible to ascertain whether it is desirable or appropriate to install internal insulated render to resolve the issue with damp. No evidence of consideration of other sustainable solutions/measures that may equally benefit and have a less harmful impact on the fabric and character of the building have been presented. The proposal to omit the re-rendering of the principal elevations in favour of the installation of an insulated internal render is therefore not convincingly justified by any public benefits. Therefore, there would be less than substantial harm to the significance of this Grade II Listed Building the impact would be permanent and for which there would be no public benefit. This will be contrary to Paragraphs 201 and 202 of the NPPF (2024); policy HC1 Heritage conservation and growth of the London Plan (2021); policy P19 Listed buildings and structures of the Southwark Plan (2022); and the Heritage SPD (2021)..
