Listed Building Consent for internal alterations to reinstate basement staircase, lower the floor in the basement bathroom and other minor alternations including new windows.
Insufficient information has been submitted in respect of the lowering of the floor level in the basement bathroom and of the removal of the corner chimney breast in the backrooms on first and second floors (including all associated works and a structural survey) to enable a full and sufficient assessment of the proposed development on the architectural and historic significance of the Grade II listed property. In the absence of this information, it has not been possible to demonstrate that the proposal would comply with the London Plan policy HC1; the Southwark Plan policy P19 and Heritage SPD; and paragraphs 212-215 of the NPPF (December 2024).
The proposed removal of the corner chimney breast in the rear room on the basement, first and second floors gives rise to harm to the plan form and loss of significant historic fabric. The chimney breast is a historic element in the layout of the Georgian property and contributes to the significance of the property. The lowering of the basement bathroom floor would also be incongruous with the original plan form of the property by creating an internal difference in floor level. The harm which would be caused to the significance of the listed asset would not be outweighed by any demonstrable public benefit, and is therefore contrary to para. 215 of the NPPF (2024) and Policies P19 (Listed buildings) and P21 (Conservation of the historic environment and natural heritage) of the Southwark Plan (2022).
