Construction of a 2 storey rear extension with the addition of a rear dormer extension to the property.
The two-storey rear extension would interfere with the adjoining neighbours ground floor windows and doors causing an unacceptable loss of daylight and sunlight, restricting their outlook and causing a sense of enclosure to the assumed habitable room. As such this is contrary to P56 'Protection of amenity' of the Southwark Plan 2022 and the 2015 Technical Update to the Residential Design Standards SPD (2011).
The proposed dormer and rear extensions would be highly visible from the streets. They are considered excessive in terms of height, scale and massing and would disrupt the roofscape, chimney, and visual gap between the properties which are significant features of the locally listed terrace and the wider conservation area. This is contrary to Chapters 12 'Achieving well-designed and beautiful places', 16 'Conserving and enhancing the historic environment' of the NPPF (2023); Policies D3 'Optimising site capacity through the design-led approach' and HC1 'Heritage conservation and growth' of the London Plan (2021); Policies P13 'Design of places', P20 'Conservation areas', P21 'Conservation of the historic environment and natural heritage', and P26 'Local list' of the Southwark Plan (2022); pages 26 and 30 of the Residential design standards SPD (2015 update); and sections 5.2.10, 5.4.10-5.4.11 of the Holly Grove Conservation Area Appraisal.
