Development of the site to provide 9 no. new houses, associated roof level amenity space, hard and soft landscaping, cycle and refuse storage, and all associated ancillary works. (This application represents a departure to Policy P57 Open Space of Southwark Plan 2022 by reason of development on Borough Open Land (BOL)).

Why it was refused
Reason 1

The proposed development would directly interfere with a Strategic Habitat Corridor that is designated Site of Importance for Nature Conservation (SINC) and Borough Open Land (BOL). The development would be contrary to the principles outlined in the NPPF to protect and enhance biodiversity, which makes specific reference to wildlife corridors. The proposed development would cause significant harm to biodiversity that could not be avoided, mitigated or compensated for. Therefore the proposal is contrary to Chapter 15 (Conserving and enhancing the natural environment) of the NPPF 2024, Policy G6 (Biodiversity and access to nature) of the London Plan 2021 and P60 (Biodiversity) of the Southwark Plan 2022. southwark.gov.uk 2 Southwark Council, www.southwark.gov.uk/followus London SE1P 5LX

Reason 2

The proposal would remove Woodland species protected by TPO 701 to facilitate the proposed development and does not include any appropriate mitigation to account for the significant loss. This is contrary to Policy G7 (Trees and Woodlands) of the London Plan 2021 and P61 (Trees) of the Southwark Plan 2022.

Reason 3

In the absence of a legal agreement to secure an in-lieu financial contribution towards affordable housing in the Borough, the proposal is contrary to Chapters 2 (Achieving sustainable development) and 5 (Delivering a sufficient supply of homes) of the National Planning Policy Framework (NPPF) 2024, Policies H1 (Increasing housing supply) and H4 (Delivering affordable housing) of the London Plan 2021 and policy P1 (Social rented and intermediate housing) of the Southwark Plan 2022 and the Affordable Housing SPD 2008.
