Retrospective planning permission for the use of the property as a large HMO (Use Class Sui Generis) for up to 10 occupiers.
In the absence of a Financial Viability Appraisal and Review, it has not been demonstrated or independently assessed that the proposed development is unable to viably provide the maximum amount for affordable housing contribution. The application fails to comply with policies P1 [Social rented and intermediate housing], P4 (Private rented homes) and P9 (Houses in multiple occupation) of the Southwark Plan (2022) and; Chapter 5 (Delivering a sufficient supply of homes) of the National Planning Policy Framework (2023).
The development would create poor quality residential accommodation through below standard Gross Internal Area (GIA) and lack of sufficient communal amenity space required for a larger person HMO, this is contrary to policies P4 (Private rented homes), P9 (Houses in Multiple Occupation) and P15 (Residential Design) of the Southwark Plan (2022) and policies D6 (Housing quality and standards) and H9 (Ensuring the best use of stock) of The London Plan (2021) and; Chapter 5 (Delivering a sufficient supply of homes) of the National Planning Policy Framework (2023).
