Installation of a telecommunications base station comprising 6 no antennas, 2 no 300mm dishes together with 1 no equipment cabinet and proposed 2 no Flatpack frames on proposed steelwork support frame and ancillary development thereto.
The proposed telecommunications equipment would add clutter at roof level which would disrupt the simple and unobtrusive rooflines of the modern buildings which form the backdrop to the Grade II listed Hays Galleria. This would constitute less than substantial harm to the setting of the Grade II listed heritage asset. The harm that would be caused to the significance of the listed asset would not be outweighed by any demonstrable public benefit (see para. 208 of the National Planning Policy Framework (2023)). The proposal fails to preserve the setting of Grade II listed Hays Galleria. As such, the proposal is contrary to the National Planning Policy Framework (2023) - Chapter 12 'Achieving well-designed and beautiful places' and Chapter 16 'Conserving and enhancing the historic environment'; London Plan (2021) - Policy D4 'Delivering good design' and Policy HC1 'Heritage conservation and growth'; Southwark Plan (2022) - Policy P13 'Design of places', Policy P14 'Design quality', Policy P19 'Listed buildings and structures' and P21 'Conservation of the historic environment and natural heritage'.
