Removal of existing balustrade and installation of new balustrade on top of existing parapet. Extension of decking to cover the entirety of the flat roof.
Less than substantial harm would be caused to the significance of the listed building by the amplification of the incongruous roof terrace which would become overly dominant on the external appearance of the property, compromising its significance and the cohesive group value of the wider listed terrace. The proposed works are therefore contrary to P19 - Listed Buildings and Structures and P20 - Conservation Areas of the Southwark Plan 2022, Heritage SPD (2021), Policy HC1 - Heritage conservation and growth of the London Plan 2021, Chapter 16 Conserving and enhancing the historic environment of the NPPF 2021, and the Planning (Listed Buildings and Conservation Areas) Act 1990.
