The appeal is made by Mr Orhan Ozcan against an enforcement notice issued by the Council of the London Borough of Southwark. • The notice was issued on 27 January 2025. • The breach of planning control as alleged in the notice is: Without planning permission, the material change of use of the first, second and third floors of the Land from commercial space within use class E (previously A1) to three self-contained dwellings within use class C3 (“the Unauthorised Change of Use”). • The requirements of the notice are to: 1.
