Change of use to learning centre (Use Class F1).
Reason 1 The proposed community facility does not align with the Local Plan’s spatial strategy by reason of the site falling outside of a town/local centre or CFOA. The proposal fails to meet the exceptional circumstances test for out of centre provision, as it has not been demonstrated that the facility would operate as a genuinely small use meeting localised need, including limiting occupancy to no more than 15 users at any one time. Additionally, the proposal fails to provide sufficient information and justifications for a local need and how the proposed community facility can fulfil the unmet needs, with appropriate management measures to effectively control the occupancy levels and ensure inclusive and fair access to all members of the community. For the above reasons, the proposed community use is not supported in principle and is therefore contrary to: The National Planning Policy Framework (MHCLG, December 2024) Policies GG1, SD6, SD7, and S1 of the London Plan (GLA, March 2021) Policies S1, INF5 and INF8 of the Newham Local Plan (December 2018).
Reason 2 In the absence of a clear and robust security strategy means the application fails to demonstrate how community safety would be promoted or how fear of crime would be reduced. As such, the proposal fails to create a safe and secure environment, and reduce the likelihood of crime and antisocial behaviour inside and outside the subject building. The proposal is therefore contrary to: The National Planning Policy Framework (MHCLG, December 2024) Policy D11 of the London Plan (GLA, March 2021) Policies S1, SP1, SP2, SP3 and SP8 of the Newham Local Plan (December 2018).
