Reason 1 The proposal would result in the loss of a three-bedroom family sized home without meeting the relevant criteria for release/conversion in Policy H3 and H4 of the Newham Local Plan. The loss of a family sized home that is the most needed house type in the Borough and across London and is specifically protected by the London Plan and the Newham Local Plan is considered to undermine the policy objective in terms of delivering healthy, stable, balanced and mixed communities. The proposal is not acceptable in principle and is contrary to:  The National Planning Policy Framework (NPPF) (MHCLG, December 2024)  Policy H8 of the London Plan (GLA, March 2021)  Policies S1, H1, and H4 of the Newham Local Plan (December 2018)

Reason 2 In absence of any robust evidence, the proposed accommodation fails to successfully demonstrate that it is an appropriate response in a suitable location to the identified local needs of Children’s Home in Newham. The proposal is therefore contrary to:  Policy H12 of the London Plan (GLA, March 2021)  Policies SP1, and H3 of the Newham Local Plan (December 2018)

Reason 3 The proposed accommodation would fail to provide satisfactory living conditions of future residents by way of insufficient facilities required for day-to-day operations of the proposed children’s home. The proposal is therefore contrary to:  The London Plan (GLA, March 2021)  Policies SP1, SP3 and H3 of the Newham Local Plan (December 2018)

Reason 4 The design quality of the proposal falls short of expectations for a development of this nature. The scheme lacks architectural distinction and fails to contribute to a coherent street scene or defined street edge. The proposal is therefore contrary to:  Policy D4, of the London Plan (GLA, March 2021)  Policies SP1, and SP3 of the Newham Local Plan (December 2018).

Reason 5 26/00254/FUL Page 2 of 5 In the absence of a robust and clearly defined management strategy, the proposal is not considered to adequately safeguard the residential amenity of neighbouring occupiers, particularly with regards to noise and disturbance.
