Reason 1

Delivering High Quality Design The proposed ground floor rear extension, by virtue of its excessive depth, width and overall scale and bulk fails to appear subservient to the host building nor respect or enhance the character and appearance of the Woogrange Conservation Area. Furthermore, the proposals involve harmful alterations to the front of the property including an excessive extent of hard landscaping, as well as a front boundary treatment that promotes off street parking where no drop kerb exists. The proposed development exceeds and is contrary to the guidelines laid out in the Woodgrange Conservation Area Design Guide (2022) exacerbating its unacceptable scale and bulk, and poor detailed design, resulting in less than substantial harm to the appearance and character of the Conservation Area without any demonstrable public benefits. The proposal is therefore contrary to. • National Planning Policy Framework (MHCLG, December 2024); and • Policies D1, D4, and HC1 of the London PlanThe London Plan (GLA, March 2021; and); • Policies SP1, SP3 and SP5 of the London Borough of Newham Local Plan (December 2018); and • Woodgrange Conservation Area Design Guide (2002); and • Altering and Extending Your Home SPD (Adopted 01 February 2018) The above policies can be viewed online via the respective government websites ie. the Council's website www.newham.gov.uk the GLA’s website www.london.gov.uk and the www.gov.uk website.
