Part change of use of ground floor retail use (Use Class E) to residential use (Use Class C3), first-floor rear and side extension and roof extension to provide 1no. two-bedroom flat, 1no. one-bedroom flat and 1no. three-bedroom flat, with associated alterations to side and front elevations.

Why it was refused
Reason 1

Reason 1 The proposal would result in a poor standard of living accommodation for future occupants. Flat 3 fails to meet the minimum national standard for floor to ceiling height, while Flat 1 contains a habitable lounge/kitchen/dining area with no window, resulting in no outlook and inadequate daylight and sunlight. All units fail to provide any private outdoor amenity space, with the internal space of Flat 1 and 3 not sufficiently exceeding minimum GIA thresholds to compensate for the spatial shortcomings. Cumulatively, these failures would give rise to an unacceptable quality of accommodation and is therefore contrary to;  Policies GG4, and D6 of the London Plan (GLA, March 2021)  Policies SP1, SP3 and H1 of the Newham Local Plan (December 2018).

Reason 2

Reason 2 The proposed extensions, comprising a full footprint first-floor infill extension and a roof addition, would cumulatively overwhelm the host property and appear excessively dominant within the terrace. The resulting form, massing, and proportions would be discordant and unsympathetic to the prevailing character of the area. The scheme also introduces extensive areas of blank façade at ground floor level and fenestration that fails to respond to the building’s established architectural rhythm. Overall, the proposal represents poor quality design and would fail to integrate into the townscape, and is therefore contrary to;  Policy D4, of the London Plan (GLA, March 2021)  Policies SP1, and SP3 of the Newham Local Plan (December 2018).

Reason 3

Reason 3 The scale, depth and height of the first floor and roof extensions along the shared boundary with no. 11 Albert Road would likely result in material loss of daylight, sunlight and outlook to the ground floor rear and side windows of the adjoining property. It would also appear overbearing and increase the sense of enclosure when viewed from the neighbouring garden. As such, the development would fail to safeguard the neighbouring amenity, and is contrary to;  Policy D3 of the London Plan (GLA, March 2021)  Policies SP1, and SP8 of the Newham Local Plan (December 2018).

Reason 4

Reason 4 25/02530/FUL Page 2 of 5 The proposed conversion of the existing garage into a combined refuse and cycle store is unacceptable due to its insecure location, as well as limited accessibility and legibility for future residents. The arrangement fails to meet minimum cycle parking standards or support sustainable transport objectives for either the residential or the retail unit. The proposal is therefore contrary to;  The National Planning Policy Framework (MHCLG, December 2024)  Policy T5 of the London Plan (GLA, March 2021)  Policy INF2 of the Newham Local Plan (December 2018).
