Erection of an upwards one storey extension at roof level to create 1x one-bedroom and 1x three-bedroom self-contained flats, together with internal alterations and roof terraces at the rear. Provision of storage facilities for waste and cycling.
Quality of Accommodation The proposal would give rise to a poor standard of residential accommodation to the detriment of future occupiers by virtue of the overall contrived and unconventional layout of the building with Flat 2 being undersized with insufficient access to natural daylight and Flat 1 and Flat 3 being single aspect with outlook restricted to the rear elevation. The proposed location of bin stores on first and second floor levels would result in harmful odour and noise disruption to all proposed new dwellings. In addition, the proposals comprise insufficient floor to ceiling heights. The proposal is therefore contrary to: • Policies GG4, D3, D4 and D6 of the London Plan (GLA, March 2021); and • Policies SP1, SP2, SP3, SP8, H1 of the London Borough of Newham Local Plan (December 2018)
Urban Design and Place Making The proposed extensions due to their excessive bulk and scale results in an unsympathetic form of overdevelopment that would subsume the appearance of the host property and dominate the adjacent buildings to the detriment to the wider public realm when viewed from both the public realm and a large number of surrounding private views. The proposals result in poorly quality detailed design by way of a lack of a coherent fenestration pattern as well as failing to incorporate site improvements, resulting in unacceptable harm to the character and appearance of the host building and wider street scene setting. The proposal is therefore contrary to: • Policies D1, D3 and D4 of the London Plan (GLA, 2021); and • Policies S6, SP1, SP2, SP3, and SP8 of the London Borough of Newham Local Plan (2018)
Impacts to Neighbouring Properties The proposed development by virtue of its excessive bulk and massing and proximity to neighbouring habitable room windows and external amenity spaces would adversely impact the levels of outlook, resulting in an unacceptable sense of enclosure, and a noticeable loss of natural daylight to the occupants of No. 249 Green Street. The proposal would therefore result in a significant loss of residential amenity to neighbouring occupants and is contrary to: • Policies D1 and D3 of the London Plan (GLA, 2021); and • Policies S6, SP1, SP2, SP3, and SP8 of the London Borough of Newham Local Plan (2018)
Sustainable Transport The proposed cycle storage by reason of its undersized nature with insufficient number of spaces is unacceptable. The position of the cycle store is in a communal location and it is unclear how it would be appropriately secured and comfortably accessed given it is adjacent to the confined and undersized residential entrance. The proposal is therefore contrary to: • The National Planning Policy Framework (MHCLG, 2024); • Policy T5 of The London Plan (March 2021); and • Policies INF1 and INF2 of the London Borough of Newham Local Plan (December 2018). 25/00888/FUL Page 2 of 4
Waste Management Arrangements The proposed waste management arrangements are not supported due to inappropriate location of the refuse stores. The location on the first and second floors would result in accessibility issues in transporting refuse to street level and would also be positioned directly adjacent to proposed flats creating potential odour issues. The proposed development would therefore be contrary to: • The National Planning Policy Framework (MHCLG, December 2024); • Policies D3, D6, SI7 and SI8 of the London Plan (GLA, 2021); and • Policy INF3 of the London Borough of Newham Local Plan (December 2018).
