Reason 1 The proposed development would result in the intensification of a town centre use outside of a designated local or town centre. This is considered to harm the vitality and vibrancy of the Borough’s existing local and town centres. The proposal is therefore contrary to:  National Planning Policy Framework (MHCLG, December 2024);  Policies SP1, SP6 and INF5 of London Borough of Newham’s Local Plan (December 2018).

Reason 2 The proposed development, by reason of its excessive bulk and scale and ill-fitting design, is considered to result in undue harm to the character and appearance of the original building, surrounding context and public realm. The proposal is therefore contrary to:  National Planning Policy Framework (MHCLG, December 2024);  Policies D3 and D8 of the London Plan (GLA, March 2021);  Policies SP1 and SP3 of the London Borough of Newham Local Plan (December 2018).
