Erection of an upwards one storey extension at roof level to create 2x one-bedroom self-contained flats with balconies together with wider fenestration and fa�ade works to the whole building. Provision of storage facilities for waste and cycling.
The proposed development, by reason of its scale, massing, bulk, poor design, materiality, and lack of architectural merit, would present a disproportionate, top-heavy form of development which would not successfully integrate with and harmonise with the character and appearance of the host building, the wider street scene and the Durham Road Conservation Area. Furthermore, the lack of any attempt to improve the poor quality site frontage would further fail to address policy expectations in respect of securing the enhancement of the conservation area through new development. The proposal is therefore contrary to: National Planning Policy Framework (MHCLG, July 2021); Policies D3, D4, D8 and HC1 of The London Plan (March 2021); Policies SP1, SP3 and SP5 of the London Borough of Newham Local Plan (LBN, December 2018).
The proposed development, by reason of loss of outlook including an increased sense of overbearing and enclosure would cumulatively result in an unacceptable impact upon neighbouring amenity particularly for the occupiers of Nos. 41 and 43 Manor Park Road. The proposal therefore constitutes an unneighbourly form of development contrary to: The National Planning Policy Framework (MHCLG, July 2021); Policy SP8 of the Newham Local Plan (LBN, December 2018).
