Proposed partial demolition of existing semi-detached house and outbuildings and extension to the existing property to create purpose built residential accommodation consisting of: 1 x three bedroom maisonette / apartment, 2 x one bedroom flat, 1 x two bedroom flat, 1 x one bedroom maisonette / apartment and 2 x studio apartments.
The proposed residential units would give rise to a poor standard of accommodation to the detriment of the living conditions of future occupiers, in particular, by reason of all proposed units all being undersized with a lack of built-in storage and the failure to provide outdoor amenity space. The proposed development is therefore contrary to: Policies GG4, D3 and D6 of The London Plan (GLA, March 2021); Policies S1, SP1, SP2, SP3, SP8, and H1 of the London Borough of Newham Local Plan (adopted December 2018); and Housing Design Standards (GLA, June 2023)
The proposed development, by reason of its unsympathetic external design, fails to consider the site holistically and respect the character of the adjoining buildings, in particular, by reason of its bulk, massing, and boxy design, representing a discordant feature in the local area and over- intensification of the site. The proposal is therefore contrary to: Policies D1, D3, D4 and D8 of The London Plan (GLA, March 2021); and Policies S1, S6, SP1, SP3 and SP8 of the London Borough of Newham Local Plan (adopted December 2018).
The development by reason of its bulk and close proximity would have a significant increase of the sense of enclosure towards the rear of No.3 Western Road. The proposal signifies unneighbourly development, harming the residential amenities of surround properties, contrary to: Policies GG4, D3 and D6 of The London Plan (GLA, March 2021); and Policies S1, SP1, SP2, SP3 and SP8 of the London Borough of Newham Local Plan (adopted December 2018).
The proposed development has failed to provide practical, secure and weatherproof cycle storage facilities and as such fails to promote or encourage and appropriately facilitate use of sustainable modes of transport to the detriment of future residents including their health and wellbeing. The proposal is therefore contrary to: Policies GG3, D3, D4, D14 and T5 of The London Plan (GLA, March 2021) Policies S1, SP2, SP8 and INF2 of the London Borough of Newham Local Plan (December 2018); and Housing Supplementary Planning Guidance (GLA, March 2016, Updated August 2017) 23/00707/FUL
This proposal has failed to demonstrate that the application site would be able to appropriately be able to gather, store and put out waste and recycling for all units without restricting use or having detrimental impact upon the amenity and safe use of the surrounding pavements or roads. Therefore, this proposal is contrary to: National Planning Policy Framework (NPPF) (DLUHC, December 2023); Policies D3, D4, D6 and S17 of The London Plan (GLA, March 2021); and Policies INF3, SP2 and SP8 of the London Borough of Newham Local Plan (December 2018).
