Erection of a two storey building comprising of two three bedroom dwellings with associated amenity space, vehicle and cycle parking.
The application has failed to provide sufficient and accurate information to enable a fully informed assessment of the proposal. Notably, the plans are inaccurate representation of the existing surroundings noting neighbouring plots are not drawn correctly or uptodate in respect of the extent of buildings and openspaces. Furthermore, there is insufficient information provided in respect of the relationship of the site to the land adjacent to the south which also appears to rely upon the shared access route. The deficiencies within the application may prejudice other potentially interested parties who may consider they would be affected by the proposed development. Additionally, the deficiencies inhibit the ability of the Local Planning Authority to make a full and proper assessment of the proposals against the National Planning Policy Framework (MHCLG, July 2021), The London Plan (GLA, March 2021), and The London Borough of Newham Local Plan (LBN, December 2018).
Notwithstanding reason for refusal 1, the proposal is considered to constitute a piecemeal form of development which fails to comprehensively develop the site or maximise its residential potential also accounting for the adjacent plot to the south with shared access. The proposal is considered to prejudice the development potential of this wider back land area which has scope for higher quantum of residential development of a high standard of design quality. The proposal is therefore contrary to: Policy GG2, D1, D3, H1 and H2 of The London Plan (GLA, March 2021) Policies S1, S6, SP1 and SP3 of The London Borough of Newham Local Plan (LBN, December 2018).
Notwithstanding reason for refusal 1, the proposed building lacks in architectural integrity neither successfully integrating or effectively contrasting with the surrounding built forms and as such is not considered to sufficiently maintain the character and appearance of the wider locality. The proposal is therefore contrary to: National Planning Policy Framework (MHCLG, July 2021) Policy D1 and D3 of the London Plan (GLA, March 2021) Policies S1, S6, SP1, SP3, SP8 and H1 of the London Borough of Newham Local Plan (LBN, December, 2018).
Notwithstanding reason for refusal 1, the existing entrance and approach is of poor quality and the proposals do not detail any improvement measures which would result in implications on the safety for residents in using such access shared with a non-residential site operator, and overall poor quality, unsecure, and unwelcoming entrance and approach. The proposal fails to address the site holistically in this regard, representing piecemeal design. The proposal is therefore considered contrary to: Policies D1, D3, D4, D8, D11 of the London Plan (GLA, March 2021) Policies S6, SP1, SP2, SP3, SP8, H1 and INF2 of The London Borough of Newham Local Plan (LBN, December 2018) Housing Supplementary Planning Guidance (GLA, March 2016, Updated August 2017).
The site is located within Flood Zone 3 and the application has failed to provide a flood risk assessment and as such has failed to demonstrate how the proposed development and the 22/02360/FUL Page 2 of 5 site users will be kept safe for the lifetime of the development. The proposed development is therefore contrary to: Policies GG6, D11, SI 12 and SI 13 of the London Plan (GLA, March 2021) Policies SP3, SC1, SC3, SP8 and SP9 of the Newham Local Plan (LBN, December 2018).
