The proposal has failed to accurately depict the extent of the application site as existing and provides discrepancies and contradictions with respect to the proposed development. The deficiencies within the application may prejudice other potentially interested parties who may consider they would be affected by the proposed development. Additionally, the deficiencies inhibit the ability of the Local Planning Authority to make a full and proper assessment of the proposals against the National Planning Policy Framework (MHCLG, 2021), The London Plan (GLA, 2021) and the London Borough of Newham Plan (2018).

Notwithstanding reason for refusal 1, the proposed development by reason of its discordant design, excessive mass and bulk fails to respect the character and appearance of the host property and adjoining terrace, resulting in an unsympathetic addition that is visually incongruous to the established local character. The proposal is therefore contrary to:  The National Planning Policy Framework (MHCLG, 2021);  Policy D1, D3 and D4 of the London Plan (GLA, 2021); and,  Policy SP1, SP3 and H1 of the London Borough of Newham Local Plan (2018).
