Construction of a 3-bedroom family house to the front and a single storey 1-bedroom dwelling to the rear of the site.
The proposed development, by reason of the poor fenestration arrangement, would represent a poor quality of design which fails to complement the character and appearance of the terrace and wider area. The rear unit, by reason of its lack of access from the public realm, fails to provide a welcoming, safe, attractive and legible access for users, thereby providing an incongruous relationship with the public realm. The poor quality design would degrade the overall quality of the terrace and therefore would be contrary to: National Planning Policy Framework (MHCLG, 2021); Policies D1, D3, and D4 of the London Plan (GLA, 2021); Policy 2.3 of the Housing SPG (GLA, 2016); and, Policies S6, SP1 and SP3 of the London Borough of Newham Local Plan (2018).
The proposed development, by reason of the first floor balcony, would result in an undue loss of privacy to no. 19 Samson Street and the proposed rear single storey residential unit. The proposed development would constitute an unneighbourly form of development which is harmful to the health and wellbeing of occupants. The proposed development is therefore contrary to: The National Planning Policy Framework (MHCLG, 2021); Policies D1, D3, and D6 of the London Plan (GLA, 2021); and, Policies SP1, SP2, SP3, and SP8 of the London Borough of Newham Local Plan (2018).
