Change of use of 121B (first and second floor) to a Sui Generis House in Multiple Occupation.
The change of use to a Sui Generis House in Multiple Occupation would result in the loss of a family-sized dwelling within the borough, which is a form of housing that the Council is specifically seeking to protect from conversion. The loss of this family-sized unit to a House in Multiple Occupation would be contrary to the identified priority housing needs of the borough, and prejudice the ability to stabilise the community and reduce population churn with implications for convergence and feelings of community cohesion within the borough. Therefore, this development is contrary to: The National Planning Policy Framework (2019); Policies H8, H10 and GG4 of the London Plan (2021); and Policies S1, H1, H3 and H4 of the Local Plan (2018).
The change of use to a House in Multiple Occupation has the potential to result in an increase in noise and disturbance, having an adverse effect upon the health and wellbeing of neighbouring occupants. This is as a result of increased comings and goings, and a change to the pattern of movements and activities inside and outside the premises, by virtue of the increased number of households living at the site. Therefore, the development is considered contrary to: The National Planning Policy Framework (2019); Policies GG1, GG3, GG4, D8 and D14 of the London Plan (2021); and Policies H1, H4, SP3 and SP8 of the Local Plan (2021).
