Alterations, conversion from former children's nursery (Class E(f)) to a nine-bedroom House in Multiple Occupation (HMO) (Class Sui Generis), removal of rear canopy structure, provision of additional roof light windows, provision of cycle storage at rear and visitor cycle stands to forecourt, provision of refuse storage to forecourt, provision of one disabled parking space to forecourt, re-surfaced permeable forecourt, provision of ramped entrance on forecourt, at 32 Bromley Road SE6.

Why it was refused
Reason 1

The proposed change of use of the property from a nursery (Use Class E) to a large 9-bedroom house in multiple occupation (HMO) (Use Class Sui-Generis) by reason of being sited in an area identified with an over-concentration of existing HMOs in Rushey Green at a ward and immediate sub-ward level, would be harmful to the character and general amenity of the area, thereby detracting from the Council's aim to foster mixed, balanced and sustainable communities contrary to Policies GG1, GG2 and H9 of the London Plan (2021) and Policy HO8 of the Lewisham Local Plan (July 2025).

Reason 2

The proposed development, by virtue of the window openings of Studios 2 and 3 and proximity of the common boundaries would result in poor outlook and the lack of evidence to show the single-aspect, north-facing Studio 2 would be provided with adequate levels of daylight in addition to the layout of Studio 1 being not suitably accessible for a wheelchair user, leading to subsubstandard living conditions for future occupants of those units, contrary to Paragraph 135 of the National Planning Policy Framework (2024), Policy D6 of the London Plan (March 2021), and Policy HO8 and QD8 of the Lewisham Local Plan (2025).

Reason 3

The proposed loss of the chimney stacks and the excessive height of the front boundary treatment would lead to unacceptable harm to the character of the Culverley Green Conservation Area in terms of its failure to respect the form and historic architecture of the original building and the surrounding low boundaries contrary to paragraphs 212 and 215 of the National Planning Policy Framework (2024), Policies D3 and HC1 of the London Plan (2021), Policies HE1, HE2 and QD9 of the Lewisham Local Plan (2025) and the provisions of the Council's Alterations and Extensions SPD (2019).
