Construction of a single storey rear in-fill extension at 29 BARMESTON ROAD, LONDON, SE6 3B, together with alteration to the fenestration of ground floor rear elevation.
The proposed in-fill extension, by reason of excessive scale and height would appear as an incongruous form of development failing to be appropriately subservient to the host property, and would result in significant visual harm upon the character and appearance of the host property, and surrounding area, contrary to paragraphs 126 and 130 of the National Planning Policy Framework (July 2021), Core Strategy Policy 15 'High quality design for Lewisham' of the Core Strategy (June 2011) and DM Policy 30 'Urban design and local character' and 31 'Alterations and extensions to existing buildings including residential extensions' of the Development Management Local Plan (November 2014), and the provisions of the Alterations and Extensions SPD (2019).
The proposed single storey in-fill extension, due to its excessive scale, would increase sense of enclosure, loss of outlook, and would impact on sunlight and daylight, resulting in material harm to the living conditions of neighbouring occupants at of No 27 Barmeston Road, contrary to Paragraph 130 of the National Planning Policy Framework (2021); Policy 15 High quality design for Lewisham, of the adopted Core Strategy (June 2011), and DM 30 Urban design and local character and DM 31 Alterations/extensions to existing buildings of the Development Management Local Plan (November 2014) and the provisions of The Alterations and Extensions SPD (2019).
