FIRST, SECOND AND THIRD FLOOR, 4-6 LEE HIGH ROAD, LONDON, SE13 5LQ
An application for Prior Approval under Class O, Part 3, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) for the change of use of first, second and third floor at 4-6 Lee High Road, SE13 from offices (Use Class B1a) to 6 x self-contained flats (Use Class C3).
The Unilateral Undertaking (UU) in relation to the prevention for all future occupiers of the proposed flats from applying and obtaining a parking permit in the local Controlled Parking Zone (CPZ) is not fit for purpose. In light of this the proposal would unacceptably increase on-street parking stress and it could have impact on the safe and efficient operation of the adjacent public highway, and fail to promote sustainable methods of transport and less private car ownership, contrary to Schedule 2, Part 3, Class O of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) in particular O.2 (b); Policies T6 (Car parking) of the Publishing London Plan (December 2020) and Policy 14 (Sustainable movement and transport) of the Lewisham Core Strategy (June 2011).
The development plan would fail to provide the required cycle parking facility for the future occupiers of the proposed flats. As such, the proposal would be contrary to Council’s objectives of encouraging sustainable modes of transport which is contrary to Schedule 2, Part 3, Class O of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) in particular O.2 (b); Policy T5 (Cycling) of the Publishing London Plan (December 2020); Policy 14 (Sustainable movement and transport) of the Lewisham Core Strategy (June 2011) and DM Policy 29, 2, e, (Car parking) of the Development Management Local Plan (November 2014).
