Reason 1

The proposed development by reason of its siting within the rear garden of a residential dwelling, away from a defined residential street scene and context, would constitute inappropriate development in a back garden location, contrary to the objectives of the National Planning Policy Framework (2019), Policy 7.4 Local character of the London Plan (March 2016), Spatial Policy 1 Lewisham Spatial Strategy of the Core Strategy (June 2011) and DM Policy 33 Development on infill sites, backland sites, back gardens and amenity areas of the Development Management Local Plan (November 2014).

Reason 2

The proposed development by virtue of its siting, scale and detailed design would result in an incongruous addition within this back garden site, at odds with the established pattern of development in the area and contrary to Policies 7.4 Local character and 7.6 Architecture of the London Plan (March 2016), Policy 15 High quality design for Lewisham of the Core Strategy (June 2011) and Policies DM 30 Urban design and local character; DM Policy 32 Housing design, layout and space standards and DM 33 Development on infill sites, backland sites, back gardens and amenity areas of the Lewisham Development Management Local Plan (November 2014).

The proposed development by reason of poor means of access, inadequate internal floorspace, lack of adequate privacy and ventilation to both bedrooms, poor outlook from Bedroom 1, lack of internal storage space and lack of cycle storage would be contrary to Paragraph 127 of the National Planning Policy Framework (2019), Policies 3.5 Quality and design of housing developments, 6.9 Cycling, 7.4 Local character and 7.6 Architecture of the London Plan (March 2016), Policy 15 High quality design for Lewisham of the Core Strategy (June 2011) and Policies DM 30 Urban design and local character; DM Policy 32 Housing design, layout and space standards and DM 33 Development on infill sites, backland sites, back gardens and amenity areas of the Lewisham Development Management Local Plan (November 2014) and Policy D1 'London's form, character and capacity for growth' of the Publication London Plan (December 2020) .
