Change of use of 42 Silvermere Road SE6 from a C3 Use Class to a 7-bed HMO, Sui Generis Use Class.
The change of use of the property from a single family dwellinghouse falling within Use Class C3, to a sui generis house in multiple occupation results in the loss of an existing larger house which is suitable for family occupation, and the application site is located in an area of stability and managed change and is therefore contrary to DM Policy 3 'Conversion of a single family house to two or more dwellings' and DM Policy 6 'Houses in multiple occupation' of the Development Management Local Plan (November 2014).
The proposed development by reason of the undersized internal area of rooms 6 and 7 is considered to provide an unacceptable standard of accommodation for future occupiers of the proposed units. Therefore, the proposal is contrary to Paragraph 127 of the National Planning Policy Framework (2019); Policy 3.5 'Quality and design of housing developments' of the London Plan (2016); Core Strategy Policy 15 'High quality design for Lewisham'; DM Policy 32 'Housing design, layout, and space standards' and DM Policy 33 'Development on infill sites, backland sites, back gardens and amenity areas' of the Development Management Local Plan (2014); the Nationally Described Space Standards (2015); and the London Housing Supplementary Planning Guidance (2016).
