Scheme description

The siting of 18 mobile housing units for key workers, with associate access works onto Baring Road and enhancements to nature reserve and amenity space at Allotment Land behind Stratfield House on the south side of Baring road SE12, for a temporary period of 5 years (Outline Application with all matters reserved).

Why it was refused
Reason 1

The proposed time-limited development would fail to preserve the openness of the Metropolitan Open Land, contrary to paragraph 145 of the National Planning Policy Framework (2019), Policies 7.16 Green Belt and 7.17 Metropolitan Open Land of the London Plan (2016), Policy G3 Metropolitan Open Land of the Draft London Plan (2019) and Core Strategy Policy 12 Open Space and Environment Assets of the Core Strategy (2011).

Reason 2

An Ecological Impact Assessment has not been submitted and as such the ecological and biodiversity impacts within an ecologically designated site are unknown. The proposed development is therefore contrary to Section 40 of the Natural Environment and Communities Act (2006), Section 15 Conserving and enhancing the natural environment of the National Planning Policy Framework (2019), Policy 7.19 Biodiversity and access to nature of the London Plan (2016) and Core Strategy 12 Open Space and Environment Assets of the Core Strategy (2011).

The site access is not considered to be legible or permeable and would give rise to a disconnected and poorly integrated development contrary to paragraphs 124 and 127 of the National Planning Policy Framework (2019), Policies 3.5 Quality and design of housing developments and 7.1 Lifetime Neighbourhoods of the London Plan (2016), Core Strategy Policy 15 High Quality Design for Lewisham of the adopted Core Strategy (June 2011), DM Policy 30 Urban Design and Local Character, DM Policy 32 Housing Design, Layout and Space Standards, and DM Policy 33 Infill, Backland, Back Garden and Amenity Area Development of the Development Management Local Plan (November 2014)
